How do I teach Special starter moves i.e. Blast burn, Hyrdo Cannon, Frenzy Plant?

How do I teach my starters their special moves such as Blast Burn Hydro Cannon and Frenzy Plant, where do I have to go or who do I have to talk to or does it happen through level up? I know only starters can get these moves. also I have diamond not HG/SS.

In HeartGold/SoulSilver, it is in Blackthorn City where the Move Deleter is. Talk to the Old Man and make sure your Starter has max Happiness or you cant learn the moves:

In Diamond/Pearl/Platinum, the Old man is in the 228. Same rules apply in DiamondHope this helps..
