How do I get the Dragon Cave Friend Area?

I’m playing PMD Blue Rescue Squad and I went to Wigglytuff’s shop to buy some Friend Areas. I want to recruit a Bagon, but he says “Sorry, I cant get you that Friend Area at the moment” (or similar).

So, is there any rank I need to reach, or something I need to do in order to be able to get Dragon Cave Friend Area? And possibly other Friend Areas as well?

It is obtained as a reward from an optional mission
