Squirtle and Wartortle cannot be taught Dark Pulse. Blastoise on the other hand can be taught it by TM97.

If you have not already found TM97 Dark Pulse, you can find it at Route 16 in Pokémon X and Y. Note you will need Cut, Surf and Waterfall to get to it.

Squirtle simplycannot learn Dark Pulse.It only has access to Water Pulse and Aura Sphere if your goal is to use Mega Launcher with Blastoise, wholearn Dark Pulse through TM 97.
