How did I find Ursaring in Victory Road in SoulSilver?

Can someone explain how its possible I found a Ursaring on Victory Road in SoulSilver when the pokedex says I cant? When I click to see where I can catch a Ursaring in SoulSilver it says that I can only find it on Mt. Silver and Route 28. Please explain.

The pokedex I’m talking about is the one on this site.

Actually this isNormal and Legit.

Ursaring can be found at Victory Road In Soul Silver at Level 33. They have a 20% Encounter Rate, so even though they are not the most common Pokémon found in the cave they can still be encountered quite often.
