How can I get a Drillbur without surf?

In the location it says its in bubbling and shaking spots in well spring cave and as far as I know there isnt any grass,if I don’t have to have surf let me know

Wrong Pokemon, you can find Drilbur in Dust clouds in most Caves. The locations are Twist Mountain, Wellspring Cave, Mistralton Cave, and Challengers Cave. Hope this helps.

Its not on water it is on the ground there is dust step on that it may be items or drilbur

All you have to do is go to wellspring cave, and then use a repel, run back and forth until you see swirling dust, this appears in caves ( Cave version of shaking Grass )

Run into it and you will find either A. A gem ( Gems give you one time power boosts to the type of attack stated in the gem Ex. Psychic Gem

Or B. You will find drilbur ( In later caves it becomes excadrill that you find )

Pokemon, if you see any dust clouds in caves, that would count as a shaking/bubbling spot. You can find Drilbur or Excadrill(depending on the cave) or one of the gems.
