Does the TM Dark Pulse exist in Black and White?

No. Dark Pulse is present in Black/White, but it is no longer a TM.
Some Pokemon that were able to learn Dark Pulse via TM may still do so by level-up or through breeding. You can find alist of thoseon Bulbapedia.
There is also aDark Pulse move tutor in Black/White 2, who you can use to teach Dark Pulse to your Pokemon. This Pokemon could then be traded into Black/White 1. A list of compatible Pokemon is available on the previously-linked Bulbapedia page.
The move isn’t a TM anymore in Pokemon Black and White and can only be learned by LVing up or by Breeding….

You can get the move dark pulse in black 2 and white 2 with out breeding or levleing up by going to lentimas town and going into the move tutors house (wich is the top left house) and speaking with the old man, you will need x10 blue shards. The move dark pulse is the last move on his list. Hoped this helped :-)
