Does the Pokemon with higher speed always go first?

Nope.
Yes, unless you have an ability like Prankster or a move like Quick Attack, or if you can eat a custap berry. So if a Politoed with a base of 80 speed and a Scizor with a base of 40 speed, unless the Scizor uses Bullet Punch or something, the POlitoed will go first. (both without speed boosts)
Yes, unless of prankster, priority moves, or custap berry. Well one more thing is if a slower Pokemon uses extremespeed and a faster one uses quick attack, bullet punch, ice shard ect, extremespeed will always go first because it has +2 priority and the others only have +1 priority.
One more case. Pokemon with the abilityStallalways go last discounting priority, even if they have a higher speed stat than their opponent.
