Does Sheer Force make Sludge Bomb better than Sludge Wave?

What I’m asking is does Sheer Force make Sludge Bomb the better move because it has a higher chance of an added effect? What are the base powers after Sheer Force?

No, it doesn’t make Sludge Bomb the better move. It powers up all moves with a side effect by 30% no matter how high or low the chance is.
