Does secret power get freeze chance in hail?

I want to know if there is a way to have the 30% freeze chance in wi-fi battles.

If it won’t work, are there any other ways for similar high-status chances?

As to whether any move has a 30% of freezing, sorry, no.The maximum is 10%
