Does nature power permanently become a move?

No, Nature Power does not permanently become a different move. When a Pokémon uses it, it allows the user to use another move depending on the terrain (ex, Thunderbolt for Electric Terrain). If the terrain switches mid-battle, Nature Power will give you a different move before and after the terrain switch.
