Trachy, it depends on the attack order. Say for example I am in the defensive mode and you have a Pokemon out. If you move first, you will hit me with my defensive stats. If I then use an attack immediately afterwards, I would change into offensive form and then deliver the attack. (The base stat changes apply before/with the attack so that you /do/ get the attack boost).

If I were to attack your Pokemon first I would change to offensive form and then deliver the attack. If you then attacked me immediately afterwards (before I change back to defensive form) then you would target my lower defense stats. I hope that cleared things up for you.
