Do I need to get the dlc and rush through it in order to secure one?

You can get one per save file as long as you have The Mythical Pecha Berry access to The Indigo Disk, which for now is indefinitely available. However, keep in mind that indefinitely doesn’t mean forever. There’s no rush to claim, but don’t forget about it.

The event is triggered by the mythical pecha berry, which is available as a wi-fi mystery gift. The end of that distribution period hasn’t been mentioned yet.

Game Freak hasn’t said anything of the sort, so we never know. But I think it will not be a limited time thing.
