Can Mew and Arceus learn ALL the moves?

No.Though rumours say they can, they cannot. They’d both be too overpowered if they were to do so. Both of their movepools are large (Mew particularly) though they cannot learn every move. If they did, their movepools would consist of 559 moves; too large for a legendary’s liking.

Arceus can’t learn bulk up , venoshock ,dig, smackdown , torment, flame charge, ally switch, False Swipe,Scald, Fling , sky drop , Acrobatics , Embargo , explosion , volt switch ,struggle bug , Dragon tail , Pluck , U-turnandIT CANNOT LEARN AS MANY MOVE TUTOR MOVES AS MANY AS MEW

and mew can learn all most all moves except some HM moves and I am not sure but I don’t know any normal move which mew doesn’t learn except elemental hyperbeams and special moves like roar of time etc .

SO arceus and mew cannot learn all moves
