Nope. The move was introduced in ORAS. Furthermore,
All 719 species of Pokemon can be freely traded between Pokemon Omega Ruby, Alpha Sapphire, X, and Y immediately after obtaining a Pokedex and the Player Search System app. However,there are a few banned items and attacks that cannot be tradedbetween the two sets of games:
Cosplay PikachuGroudon or Smeargle with Precipice BladesKyogre or Smeargle with Origin PulseRayquaza or Smeargle with Dragon AscentPokemon holding items available only in Omega Ruby and Alpha Sapphire, including the items for the new Mega Evolutions / Primal Reversions
The move is actually non-existent prior to ORAS (as of today, of course, because an update might become available but this is highly unlikely with the soon release of SUN AND MOON :D)
