Can Houndour be caught before the Pokemon League in SoulSilver?

No, unless you get the National Dex before the post-game.
Houndour can only be caught in two places in HGSS, Route 7 and the Safari Zone. Route 7 is a route in Kanto, which is only unlocked in the post-game.
Houndour can be found in the Safari Zone in the Savannah area. However, in order to find Houndour, you need 4 Forest blocks. You can read about blockshere,but basically they are only unlockable until after you get the National Dex and complete a handful of Baoba’s missions.
So unless you have the National Dex, Houndour is unobtainable in HGSS pre-E4 without trading.
