Nope.

They are weak to different Types, and resist different types.

DEFENSIVEWeakness:Rock: Ground, Grass, Water, Steel, FightingGround: Water, Grass, Ice

Resist:Rock: Normal, Fire, Flying, PoisonGround: Poison, Rock

Immunity:Rock: NoneGround: Electric

OFFENSIVE:Weakness:Rock: Ice, Flying, Bug, FireGround: Electric, Rock, Steel, Fire, Poison

Resist:Rock: Ground, Fighting, SteelGround: Bug, Grass

Immunity:Rock: NoneGround: Flying

I’m gonna answer for both of your questions with real life answers. Rocks are just minerals pressed together while the ground is not rock, it surrounds the rock so that explains it being two different things.

And Ghosts are considered spirits most of the time while dark things are considered evil, so that explains that.
