While this question got an answer about newer special moves that make contact, I’m making an answer that includes all of the special moves that make contact.

As of Gen 9, the following special moves make contact:

Petal DanceTrump CardWring OutGrass KnotDraining KissShell Side Arm (makes contact if Shell Side Arm is physical)Final GambitInfestationElectro Drift

In Gen 3 only, Overheat was a special move that made contact.
