Are there any Flying types that aren't weak to Rock?

I’m making a hail team and I want a physical Pokemon to counter Fighting types, but I don’t want devastating weakess to stealth rock, and rock types in general.

Flying/Fighting, Flying/Ground, and Flying/Steel are the type combinations that are neutral to Rock. As of The Indigo Disk, this list consists of:

Zapdos-GalarGligarSkarmoryGliscorLandorus (both forms)HawluchaCelesteelaCorviknightFlamigo

Additionally, any Flying types under the effects of Delta Stream will be neutral to Rock. This still means that Pokemon with 4x Rock weaknesses, like Charizard and Articuno, will have a 2x Rock weakness.

Gligar, Skarmory, Gliscor, Landorus, Hawlucha, Celesteela are all neutral to Rock type attacks. Obviously being part Flying, there wouldn’t be any that resist Rock, so that’s what you’ve got there.
